Have your say on Kiama’s proposed plans and budget

Kiama Municipal Council is inviting the community to review and provide feedback on its draft Delivery Program and Operational Plan (DPOP), Fees and Charges, Budget, and Statement of Revenue Policy.

Together, these Integrated Planning & Reporting (IP&R) documents explain how Council is proposing to deliver services, manage assets and work towards long‑term financial sustainability over the coming years.

Your feedback is important. These plans guide what Council will focus on, what projects and services will be delivered and how available resources will be allocated.

Kiama Council is working to improve its financial position and meet the requirements of a NSW Government Performance Improvement Order.

Council is required to return to a balanced operating budget by the end of the 2026–27 financial year. This means we need to go into the financial year with an adopted budget that will enable us to achieve this.

At an Extraordinary Meeting in April 2026, Council adopted budget parameters that informed this draft budget. These parameters focus on:

  • Reducing costs and reviewing service levels
  • Prioritising essential services and assets
  • Improving long‑term financial sustainability
  • Addressing significant asset and maintenance challenges, including at Blue Haven Terralong

These are difficult decisions with real impacts. Public exhibition gives the community an opportunity to understand the challenges, review the proposed approach and share feedback before the plans are finalised.

  • The draft plans have been prepared within tight financial constraints.
  • Not all services and projects can be funded at previous levels.
  • Some service changes, reviews or reductions are proposed to help address the current budget shortfall.
  • Council is seeking community input to help inform final decisions and future advocacy.

Council is seeking feedback on impacts and short and long-term outcomes. You may also wish to provide your thoughts on:

  • Who will be most impacted by any proposed changes?
  • What other solutions or ideas do you think would be feasible?
  • What impacts would service reductions, SRVs, loans or strategic partnerships have on you?
  • Key strategies outlined in the budget
Submissions may be made public in Council reports in accordance with the Government Information Public Access Act 2009. Personal information will be managed in line with Council’s Privacy Management Plan.
